You do not need a car in Guanajuato. In fact, I would recommend against having one because parking in Centro is not easy at all.  We had a rental car because our plan was to continue onto San Miguel De Allende afterward. It cost us around $20 a day to have our car parked in one of the garages (the hotels in downtown do not offer parking). If you stay in the historic center, you can easily walk to cover everything we have listed in the one day itineray.
